A Jefferson County judge has found the Cabinet for Health and Family Services, in contempt of court because they failed to move children in their care to foster care in a timely manner. Instead they left them in juvenile detention facilities long past the necessary time. The judge made his ruling and said the state agency is in an "ongoing state of crisis." He pointed out that it was understaffed and underfunded. But the agency has even bigger problems. According to one insider, Kentucky's social services is a very broken bureaucracy mired by little initiative to find permanent homes for children. This is the tragedy: Kentucky has 8500 kids in foster care and they need caring state workers to find them homes. This ruling should be a wake-up call for the bureaucracy and quite frankly, all of us.
