Kentucky lawmakers have voted to override Governor Andy Beshear’s veto of a bill (HB 1) allowing the state to participate in a new federal tax credit scholarship program. The program enables taxpayers to direct a portion of their federal tax liability to scholarship granting organizations (SGOs) that help cover education expenses like tuition and tutoring. Supporters argue the program brings new resources into Kentucky without taking anything from the state budget. However, opponents, like Gov. Beshear and the public school establishment argue that it will somehow take resources from public schools and ultimately hurt them. What they refuse to acknowledge is that the scholarships can also be used for public school students as well. In either case, this may end up being settled in the courts.
