Florida Gov. Ron DeSantis recently spoke to the Kentucky legislature and urged support for a balanced budget amendment to the U.S. Constitution. His proposal would force Congress to quit deficit spending and balance the federal budget. DeSantis is supportive of House Concurrent Resolution 45 which authorizes Kentucky to join other states to join an Article V constitutional convention where an amendment requiring a balanced budget would be proposed and voted on. It takes 34 states to call for a constitutional convention and 38 to ratify any amendments. Such a convention has yet to happen in our nation’s 250 year history, but some argue that if there was ever a good reason for one, controlling runaway federal spending is it.
