Governor Andy Beshear announced he’s launching new pre-K pilot programs through executive action. But it’s drawing criticism from Republican lawmakers who argue the governor is bypassing the legislature. Their concern is over whether a major education initiative should move forward after the General Assembly declined to fund it during the session. In Kentucky’s constitutional system, spending priorities are meant to be approved through the legislative process. This is where state legislators weigh the costs, feasibility, and long-term obligations. Even well-intentioned programs require public accountability. And they deserve to be vetted by lawmakers within the public policy process. The pre-K for all pilot program will be in Robertson and Rockcastle Counties and will begin in the upcoming school year.
