Kentucky State Auditor Allison Ball filed a lawsuit against Governor Andy Beshear for not implementing a law that requires him to implement kinship care as a better alternative for children going into foster care. Governor Beshear says he doesn’t have the money. But one of the leading proponents of the bill, State Sen. Julie Raque Adams of Louisville criticized Beshear and said “you can’t call a program too expensive when you haven’t even begun building it.” The Cabinet for Health and Family Services recently increased therapeutic foster care by $20 million”at its discretion.” Auditor Ball said in a statement that the suit is “about doing what is right for Kentucky’s most vulnerable children and their caregivers. They deserve transparency, accountability, and meaningful action.”
