School choice is expanding across the country and if Donald Trump’s “Big Beautiful Bill” is passed, it will bring school choice to all 50 states, including Kentucky, which has none. The budget bill contains provisions of the Educational Choice for Children Act (ECCA), which sets up grant-making organizations that in turn award scholarships to needy families. The good news is that it won’t cost taxpayer’s a dime since it’s funded by charitable donations. It’s capped at $10 billion per year and donors would get a tax deduction. The grant making organizations would then distribute scholarships to lower income families within each states. If the Congressional Budget bill passes, it would make school choice available to needy Kentuckians.
